AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District's budget for 2018-2019 exclusive of public monies, may be obtained by any resident of the District during business hours beginning Tuesday, May 1, 2018 to May 15, 2018 at the Office of the school Business Manager, 166 Halstead Ave., Sloan, NY 14212.

AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of members of the Board of Education shall be filed with the Clerk of said School District at the Clerk's office in the Administrative Offices of the School District, 166 Halstead Ave., Sloan, NY not later than April 16, 2018, between 9:00 a.m. and 5:00 p.m. Each petition shall be directed to the Clerk of the District. Education Law Section 2018(a) states nominating petitions must be signed by at least 25 qualified district voters or 2% of the number of voters who voted in the previous annual election of the members of the board of education, whichever is greater. The petition must state the name and residence of the candidate, and name and address of the signatures, and shall describe the specific vacancy for which the candidate is nominated.

A qualified voter is one who is (1) a citizen of the United States of America, (2) eighteen years of age or older, (3) resident within the School District for a period of thirty (30) days next preceding the annual vote and election, and (4) is not otherwise prohibited from voting pursuant to the Election Law. The School District may require all persons offering to vote at the budget vote and election to provide one form of proof of residency pursuant to Education Law Section 2018-c. Such form may include a driver's license, a non-driver identification card, a utility bill, or a voter registration card. Upon offer of proof of residency, the School District also requires all persons offering to vote to provide their signature and printed name and address.

AND FURTHER NOTICE IS HEREBY GIVEN that applications for absentee ballots for the purposes of voting on all propositions and election of one (2) Board of Education members, may be applied for at the office of the District Clerk. A list of all persons to whom absentee ballots have been issued will be available in the office of the District Clerk, on each of five (5) business days prior to the vote and at the polling place on the day of the vote.

AND FURTHER NOTICE IS HEREBY GIVEN that pursuant to a rule adopted by the Board in accordance with Section 2035 of the Education Law, copies of which are available at the office of the District Clerk any referenda or propositions to amend the budget, otherwise to be submitted for voting at said election, must be filed with the Clerk of the Board of Education on or before April 16, 2018 at 5:00 p.m. prevailing time; must be typed or printed in English, must be directed to the Clerk of the School District. NOTICE OF ANNUAL SCHOOL DISTRICT PUBLIC HEARING AND VOTE

NOTICE IS HEREBY GIVEN, that the Annual School District Vote (the “Annual Vote”) of the Orchard Park Central School District, Erie County, New York (the “District”) will be held on Tuesday, May 15, 2018 from 7:00 o’clock a.m. prevailing time to 9:00 o’clock p.m. prevailing time in the Orchard Park High School, 4040 Baker Road, Orchard Park, New York, for the purposes of electing two (2) members of the Board of Education of the District (the “Board”), voting on the budget of the District for the 2018-19 fiscal year, voting on one other proposition, and transacting such other business as is authorized by law.

TAKE FURTHER NOTICE, that the election of members of the Board shall be held to fill two (2) at-large positions on the Board. The candidates receiving the two highest vote totals shall each be elected to three-year terms (commencing July 1, 2018 and ending June 30, 2021) to fill the vacancies created by the expiration, on June 30, 2018, of the terms of Mrs. Karen Kane and Mrs. Elizabeth Quinlan.

TAKE FURTHER NOTICE, that all candidates for the office of members of the Board shall be nominated by petition. Each petition shall be directed to the District Clerk, shall be signed by at least twenty-five (25) qualified voters of the District, shall state the name and residence of the candidate, shall state the residence of each signer, and shall be filed in the office of the District Clerk between the hours of 9:00 o’clock a.m. prevailing time and 5:00 o’clock p.m. prevailing time not later than April 16, 2018.

TAKE FURTHER NOTICE, that voting at the Annual Vote shall consist of the Board election, voting on the following propositions, and voting on any other propositions authorized by law and the rules of the Board to be voted on at such time:

PROPOSITION NO. 1

(2018-19 BASIC BUDGET)

Shall the following resolution be adopted?

RESOLVED, that the basic budget for the Orchard Park Central School District (the “District”) for the fiscal year commencing July 1, 2018 and ending June 30, 2019, as presented by the Board of Education, is hereby approved and adopted, and the required funds therefor are hereby appropriated and the necessary real property taxes required shall be raised by a tax on the taxable property in the District to be levied and collected as required by law.

PROPOSITION NO. 2 (PURCHASE AND FINANCING OF

BUSES, RELATED EQUIPMENT

AND SUPPLIES)

Shall the following resolutions be adopted?

RESOLVED, that the Board of Education (the “Board”) of the Orchard Park Central School District (the “Dis- trict”) is hereby authorized to purchase school buses (and related equipment and supplies) for use in the transportation program of the District, including: two (2) seventy-seven (77)-passenger school buses at an estimated maximum cost of $153,000 each; two (2) sixty-five (65)-passenger school buses at an estimated maximum cost of $113,000 each; two (2) thirty-four (34)-passenger school buses at an estimated maximum cost of $65,000 each; and two (2) thirty (30)-passenger school buses at an estimated maximum cost of $65,000 each; and be it further

RESOLVED, that the sum of $792,000 (which includes certain up-front financing costs and is the total of the aforesaid estimated maximum costs), plus an amount for interest thereon, shall be funded by the imposition of a tax which is hereby authorized to be levied and collected in installments in such years and in such amounts as shall be determined by the Board and, in anticipation of such tax, (i) bonds or other obligations of the District are hereby authorized to be issued and (ii) the District shall be authorized to enter into lease or lease/purchase arrangements (having a term of up to five years) if approved by the Board in accordance with applicable statutes and regulations; and be it further

RESOLVED, that New York State Transportation Aid funds expected to be received by the District are anticipated to offset a substantial part of the cost of the buses hereby authorized, and such funds shall, to the extent received, be applied to offset and reduce the amount of taxes herein authorized to be levied.

TAKE FURTHER NOTICE, that a public hearing for the voters of the District on the District’s 2018-19 budget and expenditure of funds will be held on May 8, 2018 commencing at 7:00 o’clock p.m. prevailing time at the District Office Conference Center, 2240 Southwestern Blvd., West Seneca, New York.

TAKE FURTHER NOTICE, that voting machines will be used to record the votes on the Board election, the budget, and the other propositions presented.

TAKE FURTHER NOTICE, that the Board has adopted Rules for the Use of Voting Machines and the Submission of Questions or Propositions to be Placed Thereon. Printed copies for general distribution in the District are available at the office of the District Clerk located in the District Office, 2240 Southwestern Blvd., West Seneca, New York.

TAKE FURTHER NOTICE, that applications for absentee ballots for the Annual Vote may be applied for at the office of the District Clerk. A list of all persons to whom absentee ballots shall have been issued will be available in the office of the District Clerk on each of the five (5) business days prior to the Annual Vote. Completed applications must be received by the District Clerk no later than seven (7) days before the election if the ballot is to be mailed to the voter, or no later than the day before the vote if the ballot is to be issued personally to the voter. Absentee ballots must be received by the District Clerk no later than 5:00 p.m. prevailing time on May 15, 2018.

TAKE FURTHER NOTICE, that the Board will have prepared and completed a detailed statement in writing of the amount of money that will be required during the District’s 2018-19 fiscal year for school purposes, specifying the several purposes and the amount for each. The amount of each purpose estimated as being necessary for payments to boards of cooperative educational services shall be set forth in full with no deduction of estimated State aid. Such statement will be available, upon request, to taxpayers within the District from the hours of 9:00 o’clock a.m. prevailing time to 4:30 o’clock p.m. prevailing time between May 1, 2018 and May 15, 2018, exclusive of Saturdays, Sundays, and holidays, at each of the public schoolhouses of the District.
